OSIPTEL established maximum tariffs for bitstream access to the ADSL infrastructure of Telefónica del Peru. Tariffs are significantly lower than those defined in 2000. Unlike the original tariffs, these are based on a long-run incremental cost model for the whole network, and services provided by Telefónica del Perú S.A.A. OSIPTEL reduced the minimum number of access points to provide DSL services in Lima and nationwide. Furthermore, Telefónica del Perú S.A.A. must provide enough capacity to ensure an average speed of 60% at peak hours. In addition, Telefónica del Perú S.A.A must file a procedure that includes the requisites for providing bitstream access to other operators.
